This is a synthesis of public sources — government reporting systems, donor studies, academic research, and vendor disclosures — not a new primary survey. Figures are snapshots from the years cited, and definitions differ between sources. We flag where evidence is strong and where it is thin.

Connectivity has improved unevenly
Broadband internet in schools has grown from a base of ~20.1% to figures in the 43–58.6% range across recent Flash/SESP progress reports. Coverage figures vary by source and definition.
Devices and quality lag behind coverage
The World Bank EdTech Readiness Index (ETRI) principal survey finds access and quality still insufficient in many schools.

A steep urban–rural gradient
One primary-data study found sharp differences across urban, semi-urban, rural, and remote schools.

A Surkhet district sample of secondary schools shows the same split at local level: 85.7% of non-government schools had dedicated computer labs versus 28.6% of government schools, and 100% versus 42.9% had internet.
Teacher ICT capacity
Formal teacher digital-competency frameworks remain weak (low ETRI de jure scores), and in many assessments fewer than half of teachers report ever receiving ICT-for-teaching training. SESP tracks one-month ICT capacity development in the thousands to tens of thousands of teachers (one period showed 27,253).
Adoption
Adoption is uneven and low overall.
Commercial providers
A small number of commercial providers dominate self-reported client counts in the school and college ERP/MIS market. The largest self-report 1,000+ institutions each (one as high as 1,300+, another 1,200+), others 700–800+, and several in the 150+ range. Together, the leading systems cover a few thousand institutions — predominantly private and urban. Freemium models monetized through hardware such as student ID cards exist specifically to lower the entry cost for lower-resource schools.
Government systems
- •IEMIS / CEHRD EMIS (emis.cehrd.gov.np) is the mandatory web-based system for school profile, learner, facility, and teacher data, feeding national Flash reports.
- •The School Accounting System reached ~2,000 of ~27,000 schools in its first wave (2020), but a 2025 rapid assessment found only 752 schools still actively using it. The drop is attributed to governance gaps, weak functionality, internet issues, and low trust.
Higher education
A 2025 study of 544 faculty and staff across public/private, urban/rural institutions found 79% had never used any ERP system in their professional career; only 21% had used one sometimes. Determinants of adoption included resistance to change, effort expectancy, performance expectancy, social influence, and institutional pressures.
Overall penetration estimate: with ~35,000 schools, the largest commercial systems together cover a few thousand institutions (mostly private/urban). The vast majority of community schools remain manual or spreadsheet-based for day-to-day management, even while they report aggregate data to IEMIS once or twice a year.
Fragmentation
Fragmentation drives waste.
Many institutions run separate tools (or none) for attendance, exams, fee collection, accounting, HR/payroll, and government reporting. Parallel paper and spreadsheet systems are common even where software exists — explicitly noted in the School Accounting System assessment.
One industry observation puts the average Nepali school on roughly three disconnected tools (billing, accounting, HR). Full ERP products are marketed on collapsing these into one dashboard precisely because institutions previously re-entered data manually across systems and struggled with inconsistent records for audits and QAA/UGC reporting.
Reporting
Reporting is a top adoption driver.
Several distinct reporting pressures drive adoption of management software.
- •QAA (Quality Assurance and Accreditation) and UGC reporting require structured institutional, financial, academic, and research data; several providers explicitly advertise UGC-compliant report generation.
- •IEMIS data feeds Flash reports, planning, and monitoring; federal and local requirements push digital recording of enrollment, attendance, infrastructure, and teacher data.
- •Finance: multiple funding streams (local government, parent contributions, donors) plus transparency rules — including the National Education Policy 2019 push for online accounting in institutional schools — create demand for auditable digital ledgers.
- •IRD compliance for billing and tax is another strong commercial driver.
- •The Digital Nepal Framework and ICT in Education Master Plans list EMIS strengthening, biometric attendance, and centralized admission as priorities.

In the 2025 School Accounting System assessment, 82% of respondents cited lack of training as the main barrier. Staff continue parallel manual systems when they do not trust or understand the tool.
Cost
Commercial ERPs carry setup plus subscription models; enterprise packages can reach from several lakhs to tens of lakhs NPR. Hardware (biometrics, RFID, computers) adds further cost. Free or freemium models exist precisely to overcome this for lower-resource schools, and affordability of devices and data remains a household-level barrier.
Complexity, literacy, and support
- •Inadequate infrastructure — electricity and reliable internet — remains a frequent barrier.
